BIS can mean a number of things - which connection type are you trying?
b) Carrier TCP
If you are using BIS-B, do you have permission from BBRY to do so? AFAIK even if you have, there is a limit to the amount you can download in one connection.
With respect to the other connection types, whether this works or not could be carrier dependent. So can you tell us your carrier as well?

I am trying for BIS activated SIM. My App is working fine on without BIS activated but GPRS activated SIM as well as it is working fine on wifi. I am using Airtel carrier. Can you tell me , what would be the procedure to take permission from Blackberry.
I have already registered on https://partners.blackberry.com/web/guest/home.
but after registration i got nothing from Blackberry to implement streaming on BIS activated SIM.
I have followed some previous disscussion on this forum. like
still i am not sure that what should i do? after paid registration for BlackBerry Alliance Associate Tier , would i be able to stream on BIS activated SIM.

I beleive there is an issue with BIS-B and airtel. Search the forum. I suspect that is why it is not working.
As an alliance partner you still have to ask for BIS-B, you contact your associated BBRY person to get the form.
However you can also get BIS-B access by applying for a PUSH service, see here:
You will see a small section, currently with a blue background, that begins:
"To use the BlackBerry Internet Service transport,"
Regarding your problem, can you clarify "not playing stream on BIS". Not starting? Starting than stopping? Sometimes starting?

An issue with BIS-B will still start.
Sorry streaming is not a strong suit, I am not sure where to go with this. But do you get any exceptions or errors?
