complex help files

What's the recommended practice for doing an i18n compliant set of tutorial or help pages containing elements like a inline images, formatting and navigation?  It seems like the resource bundle is designed more for short strings like labels.

Do I just go ahead and use long strings containing some custom tags (e.g., <img=xxx >) and other formatting and then parse the string from the bundle and dynamically generate the page and its controls from the parsed string?

Is there a practical limit to the length of the resource bundle strings?

Using the browser to a website isn't a preferred option for connectivity reasons.  Alternatively, I could browse a local file, but am unsure of how to do the language switch relying on the traditional localization framework.

Re: complex help files

Images can not be stored in the i18n resource files.  However, you could create a unique name for the images for each language and store the name of your images in the resource file.  The application could then load the appropriate image file for a particular language based on the user's language setting.
