As far as I know, there is no standard free RAD UI design tool for the blackberry. There might be for the web services, but not for the J2ME development. Sun may provide something in netbeans for generic J2ME, but thats a subset of the blackberry tools, so you won't be getting access to everything.
I know, I found that annoying, but after developing for a little while, I got used to doing it manually.
There may be a 3rd party tool available, but I've not needed it. The JDE is the best development tool for me, as I can debug it on the simulator, etc. There is also eclipse and netbeans development, but these all seem to have deficiencies and are harder to get up and running. It's just easier to use JDE.
If you find a RAD tool for the UI, you'd have to devleop the UI first and then come back to the JDE for the remainder of the development. It's not really worth it.
I found this is true for all the low end java UI's like J2ME and javaTV (which I've also done significant development on and is even less powerful than j2me as it only has HAVI graphics available).
Just good documentation is all you need like here:
and the javadocs:
If you find something, by all means post it. You'll get used to it though.

Several years ago I was doing some media ports to a Nokia 6620 and I think they had a UI tool.
I seem to recall this because I hoped I'd never have to use it as I'm not real big on graphics
etc and spend most of my time trying to undo this to get at information. In any case, I did a
quick google search and it looks like the Noka tools may have some gui stuff but it may
or may not include j2me as opposed to just Symbian. For example,
It seems to support such anti-christs as Flash Lite but if you are really interested you may want to
see if you can salvage any of the SVG or related support.

There are tools out there like Netbeans does have a RAD UI J2ME capability.
Apps for Phones was one that went out of business. There are only a few Fields and they are all pretty simple and you can find examples everywhere. It's just not worth it. If you are going to develop for the blackberry, it's worth learning them anyways. That Nokia thing may indeed work, I don't know, but You'd have to spend time porting it and getting it to work. Again, is it worth it? I don't think so.
Let me put it this way. By the time you find something and integrate it, if you'd spent that time coding, you'd know the UI inside out and wouldn't need a RAD GUI.
Good luck :-)

Thank you for the information.
Will I create the prototype of UI?
Please teach if there is UI design that is easier than this method.
For instance, the rough sketch is written.
