Let me explain you the whole picture.
If an application does contain a lot of data/code the rapc.exe compiler does the following.
It makes several so-called sibling files and places them into one zip-archive and sets the extension of that archive as *.cod
After compilation you need to sign this big file. It is important to sign the big cod file BEFORE you decompose it to siblings.
When big cod file has been signed do the following. Imagine that big cod file named as MyApp.cod
After compile and signing you have two files: MyApp.cod and MyApp.jad
1. Rename: MyApp.cod to MyApp.zip
2. Unzip MyApp.zip to get several files: MyApp.cod, MyApp-1.cod, MyApp-2.cod .... etc
3. Delete MyApp.zip
4. Get all cod files with MyApp.jad file and place them to the server for OTA installation.

Are you trying to download OTA files via standard Blackberry Browser application?
Seems that there is a defect into this standard application.
Try to download OTA files via Opera Mini browser.
