Alternative to ListView inside ScrollView

My app basically has a layout where it has one large image header and a ListView below it, so naturally I have been successful in containing it all in a ScrollView. This way everything scrolls uniformly.

 

My only issue is that a ListView inside a ScrollView causes an infinite scrolling bug. A fix I have used until now has been to set a PreferredHeight. The issue with this is that the remaining length after the last item will leave a lot more unneeded blank space when it is used on the Dev Alpha C / Q10.

 

Does anyone know another solution for this? I basically want every element to scroll as a whole. Since I have a main header image, it can't just simply be a ListView. This is important so that I can have some consistency between devices of different heights (i.e. Z10 Vs Q10).
