There are two related things.
One is the ability to request that a close prompt be shown. This doesn't prevent minimizing, but it does reduce cases of the user accidentally *closing* the app. See https://developer.blackberry.com/native/reference/

The other is the "narrow_landscape_exit" permission that you can add to an app, as described on this page https://developer.blackberry.com/native/documentat
The latter is intended for games where in landscape mode a user may accidentally be minimizing the app too often as they manipulate controls that are near the bottom edge of the screen.
There's no way to simply prevent the swipe-up... that would be a "kiosk mode" type of functionality, for which we independent devs have been begging since the PlayBook launched.
I'm fairly sure there's at least one open issue in Jira for this, which you could vote for. (Anyone remember where it is, offhand? Can't be too hard to find though.)

I found that one by searching for "blackberry+jira+kiosk". It was the third sublink under the first match.
That's definitely one of them. There may be others, but unfortunately many people still don't know how to ensure their issues end up publicly visible.
I'm surprised searching for "kiosk" gives nothing but I guess that term wouldn't be used as often with a phone as it would be with a tablet, and it's been a while since the PlayBook was the focus of most developers' attention.
