I'm assuming from your Windows screenshot that you're experiencing the slowness on a Windows PC. Slow and stalled downloads have been seen by me and other folks on Windows. It would be good for BlackBerry to get more corroboration of this problem so that they go fix it.
Please see this thread, and add your experiences to it:
Recommend that you:
1) Note the speed of your internet connection as measured by a speed testing site like e.g. Speedtest
2) Re-attempt to download the simulator, but before doing so, make sure the Eclipse Progress view is visible so that you can see status and update messages in that view. Check the view for the download speed and for the message "Computing prerequisite plan". This seems to be a blocking operation that is throttling download speeds to a fraction of what my broadband connection is capable of.
3) Follow Mark Sohm's recommendation in the above thread to see if you can recreate the problem reliably and if so, use the Help menu in Momentics to file a bug report.

That's what I did, and the download did not have the same problems that I and others saw when updating the SDK from Momentics. I was able to download several simulator versions within a few minutes each over my 35Mbps connection, on Windows.
