As far as I am aware there are no APIs to modify built in or default profiles - I think it has to be done by the user in the settings app.
I believe you can however set a notification up for your app, which the user can then manage, and will appear within the notifications screen in the settings app, but I guess that isn't what you are asking for?

This would be a really useful feature, if you can't find anything else about it I would suggest searching Jira to see if it has been requested & if not, create a ticket to request access to these features

At the moment, I'm not entirely sure if there is a way through Cascades, but here are some areas you can check for Native...
Very simple example given by raj_jyani:
Sample Native Apps, Multimedia - Audio Settings https://developer.blackberry.com/native/sampleapps
Audio Manager Library - Audio Volume https://developer.blackberry.com/native/reference/
