How to make system module like older Blackberry os?

How can I make an system module application like we can make for older blackberry os/devices.

 

I want to make one application which will continously run in the background till device is on and user can't stop it.

You can't do that yet. See the roadmap item called Headless Apps: https://developer.blackberry.com/native/downloads/roadmap/ It's coming later, at *or maybe after* BlackBerry Live in May... we've been given no specific schedule yet.
