As for OpenAI, I have not experimented with this myself; another user on these forums, "step_jac", has successfully experimented with ogg/vorbis in the past I believe. It could be a good idea to contact him.

Part of the cocos2d-x engine is an audio library called CocosDenshion. It will load and play ogg files. It's open source, and actually fairly easy to read too. I have used cocos2d-x with the NDK and have loaded and played ogg files both for background music and sound effects. Super easy to use, but fairly basic.
