I'm making an app to manage the call time from our smartphone.
My issue is when my app end the call and make a re-dial (call automatically), If my app is running , works fine, but when my app is minimized ( Running phone app ) It can't call automatically again.
How can I solve it?

I'm pretty certain the answer will be yes, but along with requesting the run-while-backgrounded permission, did you grant it the next time you ran your app on the device or simulator?
I suggest you go into app permissions in BB10 Settings and make sure the permission is enabled for your app.

I've it enabled but the permission doesnot appears in permissions settings (Settings > application permissions)

Actually I see now that background execution is one of those permissions that BlackBerry 10 doesn't allow you to control from the application permissions page. There are a few like that, such as Internet Access. Strangely, while native apps don't show all the permissions they are granted on that page, Android ports do show EVERY permission they have, but you can't change any of them.
This is something BlackBerry needs to fix. If an app requests a permission, and the user grants it on installation, the user should also be able to turn ANY granted permissions off again later, not just the ones that BlackBerry decides to show on the permissions page.
