I'm making an application that would require for BBM/SMS messages to be sent to specified contacts once an event takes place on the device. For example, the user has the application setup to run in the background, and when a certain time passes, to send a BBM, SMS, or email message with a predefined body to receipients chosen in advance by the user. Is there any way to do this?

You cannot programmatically send BBM messages. You can invoke BBM using the invocation framework with a pre-populated message for the user to send. But the user still has to press the send button. You can send SMS messages directly from your application though.
Also note that full background applications are not yet supported. If the user starts the application and it remains running, it could send SMS message. But it would need to remain running (shown in the running applications list).

I have an application stopped for this.
Please at least provide some more information about this argument.

With BlackBerry 10.2.1 applications will be able to run in the background. More details are here: Headless application
BBM features described in my post above are still valid. You can't send BBM messages programmatically without user intervention.
