i'm planning a new type of application for people with cerebral disease that needs some kind of Text-to-Speech.
For example : I have an input field where a user can input some text with the superior Q10 keyboard :-) and then the device "speaks" this text afer hitting a button...
Does BB10 API/SDK support this out of the box or do i need some kind of 3rd party tools etc.etc. for this ?
If the API/SDK supports this... what is the best plattform for doing this ?? Native ? Webworks ?

The best platform to use is the one you are most comfortable/familiar with.
If you have no C++ experience then it will be quite a learning curve to go native.
You can compare the different platforms here (sorry if you've already seen this)...
The APIs are pretty much the same over all the platforms so that isn't really an issue.
As for the speech stuff this api is supported...

I can only post info for the BB10 Native/Cascades platform and the Cascades' accessibility API is supporting text-to-speech in Screen Reader mode. For example, when you type/compose emails, the content will be read to you if you enable the screen reader mode as well as reading out the letters as you type.
