okay understood. this is not an issue in my case because I am both vendors, where do I find the vendor id that is hooked into my vendor account if I haven't created a debig token for Vendor "B". or do I need to create a debug token for Vendor "B"
I tried to create a debug token for my Vender "B"account but then got errors telling me things wern't the same when I deployed the app to test device. so I just stayed with using the vendor "A" debug token which worked fine..

If you're the vendor in both cases there isn't much of an issue. Just swap out the Developer Certificate author.p12 file if you need to change vendor names.
To see which author is being used for debug builds open the bar-descriptor.xml, click on the Assets tab and look in the Author Information section.

the tooltip for the auhor-id says
"Unique Ecosystem ID for the author as registered on the developer account"
I guess my question was can this information also be obtained from within the developer/vendor account?
BTW it looks like the signing of 10.1 from the command line is working correctly and it will probably be the approach I'll use until I have everything built using the 10.2 SDK in which case I will just let the ide take care of it.

The author ID is not directly associated with your BlackBerry World Vendor account.
It is listed in BAR files you sign, so once you upload a BAR file into your vendor account it'll be stored in there.
