App World - Install Error: [0004]

I'm (again) trying to do an install of my DRAFT application from App World as described in http://supportforums.blackberry.com/t5/BlackBerry-App-World-Development/How-To-Live-Testing-the-Paym... in order to live test my IAP code.  I get to the point where the app is supposed to be downloaded and installed and App World puts up a dialog "Install Error:[0004]  There was a problem during installation.  Please try again."   I've tried several times.   This is running latest public PB (2.1.0.1032).   I've had this procedure work on older OS revs. 

 

Has anybody else seen this issue?   If so, have you found a workaround?  Anybody else had this work on this rev?

 

Update: Just App World lagging the vendor portal (again).   Unfortunately, the testing procedure still isn't working but at least the code is on the device.
