I tried both with and without a proxy in place. I used "The Proxomitron" for my proxy test (a free desktop proxy).
I recommend contacting your IT department to see if there are any restrictions on what applications can communicate through your proxy server.

How did you configure your MDS simulator when you used this proxy? Do you have to do anything extra besides what is mentioned in the knowledge base article DB-00047? Did you just put the proxy settings under the HTTP_HANDLER section? Should I have to do anything extra in that config file for the HTTPS section? Are there any other settings that have any effect on this?
I removed the proxy settings in my rimpublic.config file and when I try an HTTP site I get the HTTP Error 400 Bad Request. When I try an HTTPS site I get the other error.
Does the MDS simulator try to use any other ports than 80 and 443?
I can use call my https web services directly from my computer when it is behind our firewall. I can also access them from the WTK simulator as well.

When configuring my MDS Simulator I only added the parameters specified in the knowledge base article. There aren't any specific settings for HTTPS communication through a proxy.
The MDS Simulator listens on port 8080 for incoming push connections, but that should not have any impact here.
When you are accessing the HTTPS sites inside your firewall, are you still going through your proxy server? Or is it bypassed in this case?

In my case I fixed the problem :
My Simulator works with proxy.
But first of all if u don't have JDK1.6.0 installed on ur pc then please install it.I don't know the relation between them .
then Jre 1.6.0 then JDE 4.6.0 and then the components.
folowing lines help in rimpublic
application.handler.http.proxyEnabled = true
application.handler.http.logging = true
application.handler.http.CookieSupport = true
application.handler.http.AuthenticationSupport = true
application.handler.http.AuthenticationTimeout = 3600000
