Failed to parse config.xml - bad xml structure

I am trying to make a simple app for blackberry phones. I used the code from the dev website on creating your first app.

<widget xmlns="http://www.w3.org/ns/widgets"
        xmlns:rim="http://www.blackberry.com/ns/widgets"
  version="1.0.0.0">

The BlackBerry Developers Blog

  <icon src="icon.png"/>

  <access subdomains="true" uri="*"/>
</widget>

I have edited it for the site we want and other details as follows:

<widget xmlns="http://www.w3.org/ns/widgets"
  xmlns:rim="http://www.blackberry.com/ns/widgets"
   version="1.0.0.0">
<rim:loadingScreen backgroundColor="#000000" />

DeVry University Library

<icon src="DeVryLibrary.png"/>
<content src="http://library.devry.edu/cgi-bin/Pwebrecon.cgi?DB=local&PAGE=First"/
<access subdomains="true" uri="*"/>
</widget>

It gives me the following errors when I compile it:

C:\Program Files\Research In Motion\BlackBerry WebWorks Packager>bbwp "C:\Users\
Danny Coats\workspace\applications\DeVryLibrary\DeVryLibrary.zip"
[INFO]                  Parsing command line options
[INFO]                  Parsing bbwp.properties
[INFO]                  Validating application archive
[INFO]                  Parsing config.xml
[ERROR] Failed to parse config.xml - bad XML structure

I am using Windows 7 Professional and the latest Blackberry WebWorks SDK. I cannot find anything in the community for this to resolve.

Any suggestions will be greatly appreciated.

[ Edited ]

I'd got the same error when try your config.
So i try to analyze it.
I found the mistake is in the content element value, you have:

http://library.devry.edu/cgi-bin/Pwebrecon.cgi?DB=local&PAGE=First

and should be:

http://library.devry.edu/cgi-bin/Pwebrecon.cgi?DB=local&PAGE=First

So the special characters of the URL should be converted to its html entities.
