Toch 9800 runs on Blackberry OS 7.1. Blackberry browser in V7 does not support AUDIO tag.
Check this link out to learn about browser capabilites.

On BlackBerry OS, we've supported the <audio> element since BBOS 6.0:
That was when we adopted the WebKit engine as opposed to the proprietary engine in BBOS5 and earlier.
Just as a sanity check, can you try your test with a local file? (i.e. package an audio file with your actual application?)
Since you are reaching out to an external URL, it may be that you haven't white-listed the external URL in your config.xml?
The link provided by ashii007 indicates Web Audio API isn't supported (which is a relatively new API), however Multimedia (which is where <audio> falls under I believe) is supported.
EDIT: The link states that Multimedia is supported as of 7.0. I'm not sure what that is based on (maybe the entire Multimedia spec.) In any case, the <audio> element is supported as of 6.0.
