The only way I am getting that error is if I open the index.html file in the Browser directly. How are you testing this?

That's exactly what I am doing but I am using Ripple(Google Chrome as my browser). I followed this article

So you are using the latest standalone Ripple?

so you are accessing through localhost:9900/index.html

No I didn't follow these steps I copied the index.html and config.xml file into the c:\inetpub\www\ directory and then I am trying to browse to the index.html page in the Ripple emulator.

Are you running IIS then? Can you try browsing to the index.html page as a website, rather than a filesystem file?

ok I see your point I tried http://localhost/helloWorld/index.html and I got Service Unavialable (503) I did an iis reset same results but I am going to create a virutal directory and then try it.

 

I thought if you copy your site in www root then you don't need to create a virtual directory thought but may be I am wrong.

I also tried the link that you sent, created RippleSites folder in my C:\Users\<Username>\RippleSites and browsed to 

http://localhost:9900/HelloWorld/index.html but I am getting this

Oops! Google Chrome could not connect to localhost:9900 Suggestions:

I think you are using the old Ripple Chrome extension, rathe than the standalone application. You will need to use the standalone to get the latest features and make it work as described in our documentation. Latest version is 0.9.1.16.
