I am trying to develop an a simple app(including filling up an form kind of thing and submitting it to server).
Will it be possible to keep same code base for Both BB series(BB10 as well lower version device).

As long as the App is HTML ONLY then yep
Something we regularly do is write for BB10 (used to be Playbook) then re-deploy accross iOS and Android
Sometimes there are issues but if you're not after anything 'clever' a basic web-app will work on everything with minimal or zero changes
Start with your lowest supported platform then work up from that but TEST, TEST and TEST again on everything
