Are you writing a Java appliction with BrowserField in it? or are you building a WebWorks application?

Are you looking to make your application only run if the user is connected to WiFi? Or only have specific AJAX calls go through wifi?

The topic is a complicated one.. first we need to clarify that there is zero relationship between a physical network connection and a transport.
You can think of a transport as a VPN tunnel.
If you set-up your transport order list to be BIS first and BES second, all communications will go through BIS first if it is available as a transport on the device.
The Developer Guide for WebWorks outlines how to modify your transport order in the config.xml file.
Some notes and words of caution
There really are only VERY specific use cases where you will want to modify these settings. Typically the default settings produce the desired result. Could you explain more what your intention is? I would hate to see you go down the route of trying to configure your transports when you may not need to.
Also, the simulator cannot simulate transport.. you will need to test on a physical device.
