Yes, it is.
What do you mean exactly by "working" ? It's a testing device and it's functioning as a testing device perfectly fine.

Testing device means this is not a fully functional phone, that is you can't call using this.

This device is the demo device for BB10 OS ...A testing device is one who used for user review before release or something used for beta testing as per my opinion
