I am trying to sync my phone with microsoft outlook but my computer is not connected to the internet. when choose sync on the desktop manager it says I can not configure sync without internet. Is there any way around this?

I didn't see another thread from you, so here is the answer.
If you don't or can't make a internet connection from your desktop you need to
downgrade your desktop manager software to ver 4.2.2.
That version doesn't require an internet connection.

There is also this registry fix that looks like it will work
